This from 'The Matrix' and is an example of an Arc shot. This is used along with slow motion camera to follow Neo's movements as he dodges the bullets. This acts as suspense as he could get hit by any one of them and the fact the camera arcs really slowly heightens the suspense further as it seems like forever until you get to see the front of the character. Using this shot also lets you see the surroundings of the character.
